European Constitution

Contract paper of the European Union, which is based on a draft by the EU Convent and which was solemnly signed on 29 October 2004 in Rome by the heads of state and government of all 25 EU member states. With the help of this document, the contractual basis of the EU ought to be completely restructured and expanded. However, due to the declining referendums in France and the Netherlands in spring 2005, the ratification de facto failed.
